Main Duties

  • To deliver the Development Strategy outputs, supporting First Ark Group’s growth ambitions and ensuring the provision of high quality homes, which meet customer need.

 

  • Identify, plan, appraise and manage a diverse range of development schemes, taking into account the target market, geography, and sustainability factors. Ensure that all development schemes adopt a commercial approach and promote value for money to conserve the Group’s finite resource.

 

  • Manage the financial appraisal and cash-flow for development expenditure set for the Group in conjunction with the finance team.

 

  • On an annual basis to set and meet budgeted targets, implementing improvement plans when targets are not being delivered. Ensure a commercial awareness across the team to maximise efficiency and value for money on all contracts commissioned.

 

  • To regularly review the Development Strategy, Employers Requirements and Development Assumptions over the short, medium and long-term, in order to improve the quality and efficiency of the homes we provide to our customers.

 

  • To measure and report on the performance of the Development, Growth and Sales Team and prepare performance monitoring information for use at Audit Committee and Board meetings

 

  • To manage the relationship with Homes England and other key partners, ensuring all regulatory requirements are met, information is provided as required and attend regular meetings.

 

  • To coordinate bids to a range of funders, including but not limited to; Institutional Lenders, Homes England and land agents/owners.

 

  • To manage the appointment and management of any external contractors and consultants to deliver services in accordance with the Company’s Financial Regulations, Statutory Requirements, Health & Safety and other Policies/Procedures.

 

  • To ensure all regulatory, statutory and legislative requirements including those associated with Health and Safety are met by the development team and its contractors. This will include client functions under the prevailing CDM regulations.

 

  • To research, draft and submit Board reports, in conjunction with the Executive Director: Development and Assets and attend Board meetings as required.

 

  • Build and develop a successful and experienced Development, Growth and Sales management team through the coaching and mentoring of staff, ensuring their ongoing development. Identifying qualifications and training matrix for staff that meets the requirements of Group policies, procedures and approach to risk management.

 

  • To ensure compliance with all legal obligations concerning the protection of data concerning employees, customers and third parties.

 

  • To work in a variety of locations including premises not directly under the control of the Group with some flexibility over working hours, as is necessary to meet the requirements of the job.

Responsibilities and Accountability

The post-holder will be responsible for:

  • Ensuring development schemes are delivered on-time and on-budget to the required quality standards

 

  • Ensuring the highest standards of contract documentation, which protects the Group and ensures client and contractor responsibilities are clearly defined

 

  • Delivering the development output targets, set by Board on an annual basis

 

  • Managing the interface between the Group and Homes England, ensuring that all obligations under grant funded programmes are met (including audit requirements)

 

  • Delivering monthly cashflow forecasts accurately and in a timely manner, to ensure the Group cashflow is as accurate as possible

 

  • Ensuring that all new development units are accurately set up on the Group’s housing management and asset management systems

 

  • Ensuring all asset management information and certification is provided to relevant departments (including, but not limited to, compliance information) at handover

 

  • Collecting, analysing and certifying (where required) performance information pertaining to development is correct and is provided in a timely manner (for example, for the SDR process)

 

  • The validity of financial appraisal information

 

  • Procurement compliance in accordance with the Group’s policy

 

  • Value for money improvements in the development function

 

Key Measures of Success

 

  • Delivery of c400 units per annum of mixed tenure new build housing in line with Development Strategy parameters, and in line with target rates of return.

 

  • Development of strong stakeholder and supply chain relationships across the geographic target area stipulated within the Development Strategy.

 

  • Development of a sufficient pipeline of new supply to enable sustained organic growth throughout the Development Strategy time horizon.

 

  • Development of cost effective procurement arrangements for new supply - meeting internal and external stakeholder Value for Money expectations.

 

  • Delivery of an efficient, effective, and economic sales and leaseholder service
